Sometimes I have discussed the idea of work for the catholic people, considered for them as a biblical curse and therefore, idleness appearing as an aim for millions. On the other hand, in the mind of the protestant, rest would be only deserved and enjoyed for those who have worked hard enough.
A paradigm is the case of the so called Spanish bilingual education.
It is common knowledge that a vast majority of teachers in bilingual high schools are not well qualified to give their classes in English. How they cope with every day teachings? They splutter some English words here and there and then speak Spanish most if not all of the time.
But last month I was surprised with news on an "exceptional" way to acquire the european B2 degree in English and French. Official regulations allow to skip regular exams for primary school teachers wanting to teach bilingual. From now on a 120 hours course (actually 72) will be sufficient for that purpose. A lower level exam at the end of it will do.

The bilingual education badges that the politicians are so proud to show and now even language degrees from the Common European Framework of Reference seem nothing but frauds in Spain.
Who is going to shout to the emperor that he is naked? There is a net of particular interests blocking once more the way of rationality in public education.
